Community Development Department Review Processes
Zoning Board
The Zoning Board is an advisory body appointed by the Mayor
and Board of Trustees which considers development requests related
to zoning. The Zoning Board is responsible for conducting Public
Hearings for such development requests as rezoning, Special Use
permits and variances (except when related to Planned Unit Developments
and Annexations requests). The Zoning Board also considers all
zoning appeals and makes recommendations for all requests to
the Mayor and Board of Trustees for their consideration. The
Zoning Board meetings are held on the second Tuesday of each
month at 7:00 p.m. in the Public Meeting Room at the Village
Hall.
Procedure:
Discussion with Community Development Staff - An initial
inquiry to Staff, whether in writing, by phone, or a scheduled
meeting, describing the proposal, will generate feedback that
can be used to determine how best to continue with the process.
Initial Submittal -
- Letter of Request - The applicant must provide a letter
addressed to the Mayor and Board of Trustees which outlines
their request and the reasons for their request.
- Legal Description - An accurate and legible copy of the
legal description of the property must be submitted in an
8 ½" x 11" format.
- Graphic Presentation - A sketch plan, rendering, plat
of survey and/or any other graphic representation of the
proposal.
- Supporting Information - Any additional written information
which describes the request or the applicant.
Committee of the Whole Meeting - The Mayor and Board of Trustees
meet to consider, discuss and refer development requests and
related items of general business to the various advisory Boards,
including the Zoning Board. Committee of the Whole meetings
are conducted on the second and fourth Monday of each month
at 7:00 p.m.
Application & Fees - When the request has been formally
referred to the Zoning Board by the Village Board, a completed
application form and related fees must be submitted. The application
form is provided and the fees are calculated by the Department
of Community Development. At this time, the Department of Community
Development will provide the applicant with a complete list
of required plans and documents for the major reviews. This
list will vary depending upon the specific request.
Public Hearing (If necessary) - Any issue requiring a Public
Hearing will require an additional fee and paperwork (speak
with a Department of Community Development representative regarding
all additional requirements). A Public Hearing date will be
determined and a Public Notice must be published by the Department
of Community Development, in the Lincolnshire Review, at least
15 days prior to the scheduled date of the hearing. Additional
notification of surrounding property owners must be completed
by the applicant. The Zoning Board must provide it’s
written findings and recommendation on each development request
to the Village Board of Trustees within ninety (90) days of
opening the Public Hearing.
Major Review #1*- The applicant must submit five (5) full-size
copies of all plans, plats and documents to the Department
of Community Development a minimum of eight (8) weeks prior
to the meeting date for which the item will be placed on a
Zoning Board agenda for consideration. In addition, ten (10)
reduced copies (11" x 17" or smaller) of the site
plan will be required at this time.
*The process, from the first major review to the Zoning Board
meeting, may be reduced to six (6) weeks or increased, based
on the complexity of the request.
Site Plan Review Board (If necessary) - A Staff-level meeting
of the Site Plan Review Board will be convened and will include
those Village departments, as well as the Lincolnshire-Riverwoods
Fire Protection District, that are involved in the development
review process. Site Plan related comments from this meeting
will be forwarded to the applicant, along with any other general
Staff comments pertaining to all plans submitted.
Major Review #2- The applicant must submit five (5) full-size
copies of all revised plans, plats and documents to the Department
of Community Development a minimum of five (5) weeks prior
to the meeting date for which the item will be placed on a
Zoning Board agenda for consideration. Specific comments from
Staff will be forwarded to the applicant.
Final Zoning Board Submittal - The applicant must submit
23 copies (confirm the required number of copies with the Community
Development Staff) of the packet, including all required plans,
plats and documents one (1) week prior to the meeting date
for distribution to members of the Zoning Board. All packet
materials must be collated and submitted in an 8 ½” x
11" bound format. Large documents must be reduced to a
size no greater than 11" x 17", and folded to 8 ½” x
11", unless otherwise permitted by the Department of Community
Development.
Zoning Board Meeting - The applicant will be required to make
a presentation to the Zoning Board summarizing the request
and any supporting information. A recommendation will be forwarded
to the Village Board from the Zoning Board.
Additional Meetings - Depending upon the request, an Architectural
Review Board
meeting may be the next required step (see Architectural Review Board procedures).
If a request involves the Zoning Board and the Architectural Review Board,
the review process leading up to the Zoning Board may take longer than eight
(8) weeks. However, the process will be designed to allow an Architectural
Review Board meeting immediately after the Zoning Board review (this may
not be possible if the Zoning Board review necessitates numerous revisions
to the plans).
The Committee of the Whole (COW) will then review and discuss
the Zoning Board recommendation. If the COW is satisfied with
the completeness of the request, it will be placed on the Consent
Agenda for the next Regular Village Board meeting (this will
take place at the following scheduled Monday meeting at 7:00
p.m.).
Architectural Review Board
The Architectural Review Board (ARB) is an advisory body appointed
by the Mayor and Board of Trustees. The ARB reviews proposals
for new non-residential structures, modifications to existing
non-residential structures, all development associated with the
Downtown Development District, attached residential structures,
and all requests for Planned Unit Developments. The Architectural
Review Board makes recommendations to the Mayor and Board of
Trustees regarding the site plan, landscape plan, rooftop equipment
plan, site lighting specifications, as well as the building elevations
and building materials for proposed developments and building
improvements. The Architectural Review Board meeting is held
on the third Tuesday of each month at 7:00 p.m.
Procedure:

If the request by the applicant also involves a Plan Commission
review, the initial submittal and Committee of the Whole steps
described under Plan Commission procedure will be necessary.
Staff will notify the applicant of the fees involved to continue
with the process.

copies of the site plan and building elevations with this submittal, and
ten (10) reduced copies (11" x 17" or smaller) of the site plan.

- Preliminary Engineering Plans & Stormwater Calculations
- Site Lighting Photometric Plan & Lighting Specification
