The Finance Department is responsible
for all the financial accounting records and reporting of the Village.
The Department accounts for all cash that flows into and out of
the government. Any cash not immediately required to pay obligations
is invested.
During the year Finance is also responsible for the collection
of real estate transfer taxes, accountability and control of Village
property
and the administration and oversight of the various insurance related
functions (i.e.-insurance coverage, claims processing and settlement,
and risk management). Water and sewer utility billing is also administered
by Finance. Water bills are sent out every month (commercial monthly,
residents quarterly). Cash payments are processed daily.
At the end of each fiscal year Finance prepared for and works
with the outside auditors who examine the Village accounts and
various internal control systems that exist. Finance and the outside
auditors collaborate in the production of the Comprehensive Annual
Financial Report which details the financial status of the Village
for the prior twelve months.
The front desk receptionist and switchboard duties also fall
under Finance’s responsibility.
The Annual Budget is jointly prepared by the Finance and Executive
Services departments. The police pension bookkeeping is performed
by Finance. The acquisition of loans for major projects is a
financial function along with establishing and maintaining relations
with the various financial institutions that manage the Village's
liquid assets and debt obligations. |
